A District’s success depends on the quality of its leadership and the collaboration of its leaders. It is up to District leaders to create and maintain an atmosphere of enjoyment, teamwork, and dedication. The team is responsible for fulfilling the District's mission and achieving recognition in the Distinguished District Program.
District Director

Michael Proudlock, DTM
As the District Director, I am responsible for directly overseeing and managing the District’s day-to-day operations, finances, and human resources.

As the Program Quality Director, I am responsible for all aspects of education and training within the District. This includes supporting quality club programming efforts, promoting the Distinguished Club Program, and planning and executing the District conference.

Club Growth Director

Eva Britton, DTM
As the Club Growth Director, I am responsible for all aspects of marketing, club-building, and member- and club-retention efforts within the District. This includes defining an overall marketing strategy for the District, developing outreach and retention efforts with existing community and corporate clubs, and penetrating new markets. Additionally, I support challenged clubs and help them to become Distinguished.

Public Relations Manager

As the Public Relations Manager, I am responsible for coordinating publicity efforts in the District. By establishing and maintaining lines of communication between the District and its members, as well as between the District and the public, I work to increase awareness of Toastmasters through all available media.

Administration Manager

As the Administration Manager, I am responsible for maintaining the historical records of the District, recording and distributing meeting minutes, and otherwise maintaining accurate, timely records of District business.

Finance Manager
Neila Gopaul Penn, DTM
As the Finance Manager, I am tasked with the fiscal oversight and management of the District. The Finance Manager works closely with the District Director, Program Quality Director, and Club Growth Director to ensure that the District is making cost-effective decisions—within policy—that result in effective fiscal management.

Immediate Past District Director, District Leadership Committee Chair
Heather Drakes-Blackmore, DTM, IPDD
As the Immediate Past District Director I provide counsel and guidance to District leaders and plan, direct, and organize projects and committees as requested by the District Director.
As the District Leadership Committee Chair (DLC), my team and I are responsible for reviewing, vetting, and nominating the district leaders for the following year.

Parliamentarian
Kris Nelson, DTM, PDD
The Parliamentarian is an invaluable resource for the District Director, offering help, guidance, and support during meetings and answering any questions the District Director has related to rules and procedures.

Logistics Manager

Alignment Chair

As Alignment chair, I lead the committee to review that district and amend, if needed, the alignment of clubs, Areas, and Divisions with its boundaries.

Credentials Manager
Michelle Rich, DTM, PDD
As the Credentials Chair I assist the District in conducting a successful election meeting. I ensure that ballots are only issued to registered District Council members.

Web Manager
Michelle Rich, DTM, PDD
As the Web Manager, I assist the District Director, Program Quality Director, Club Growth Director, and Public Relations Manager with updates to the District website. Although the District Director is the publisher of the District website and, ultimately, responsible for its content, I play an important role in maintaining the website.

Of The Year 2024-2025 Awards
Jennifer Magee, DTM
As the chairperson of the Of the Year Awards Committee, I lead a committee of other Toastmasters to evaluate award nominations, address concerns, and suggest winners, which are then sent to the district director for final approval.
